__The latest contact report (CR 880) contains another (1) of Billy’s dotted – and IMO 'very ominous' – statements:
Billy:
“In other words, in or on all the continents that existed at that time and made the Earth look completely different from what it is today, and how this … will be the case when …”

Here, Billy states that the continents in past Earth history looked very different.
He implies that they will look as well very different in the future.
And he tells Ptaah when this “will be the case” (2).
I am almost certain that he told (what is now dotted) to Ptaah “… when Apophis has hit Earth”. It could make sense because we know that – should Apophis hit our planet - a new continent will be created.

When Wrong Decisions Are Made History Repeats …

The time we are in may be a repeat of what happened in 9498 BCE. With regard to the threat of nuclear wars and the threat of being hit by an asteroid. Maybe some of our world leaders were reborn in our time – not to fight wars but – to unify mankind (3) and use nuclear power constructively: to divert the orbit of the common foe from outer space:

“Be it true that there is the fact of reincarnation and that souls [life forms] that once occupied such an environ [i.e. Atlantis] are entering the earth’s sphere and inhabiting individuals in the present, is it any wonder that – if they made such alterations in the affairs of the earth in their day, as to bring destruction upon themselves – if they are entering now, they might make changes in the affairs of peoples and individuals at present…” (Edgar Cayce: Reading 364)

I may be mistaken but the many puzzle pieces seemingly all fit together.

The Apophis event may be "pre-programmed"...
Quetzal may have used this word because it may - in the eyes and mind of many ‘present day terrestrials’ - look like 'punishment'. But it is indeed a natural effect to guide the evolution of mankind.
(In this instance an effect for not listening to the many warnings of Billy and the Plejaren and for mankind "being disunited" = fighting wars against each other rather than working together to find an effective method to deflect Apophis)
In 1948 Sfath told Billy that certain events may become unstoppable once the causes have developed “beyond their zenith” – which activate the regulatory forces of the universal law of cause and effect i.e., they create effects to balance "excesses".

But this is not a punishment per se but a natural process.
It is visible in history and nature and in human thinking/consciousness/psyche/Gemüt.

E.g., Napoleon's time came to end when he fought Wellington at Waterloo: It was a foggy day and the English troops were close to defeat. But then - for a tiny moment - the foggy clouds lifted and Wellington could see in the distance the shining armour of the German troops and by directing his troops in this direction - by uniting with the Germans - the French army lost this decisive battle.

E.g., in relation to the evolution of our bodies:
By keeping the blood sugar levels within a narrow range the pancreas produces either the hormone insulin (cause: bloood sugar levels rise - e.g., after eating - effect: open body cells to absorb and/or store exess energy as glycogen in the liver) or the hormone glucagon (cause: blood sugar levels drop - e.g. when exercising - effect: liver converts the stored glycogen back into glucose and releases it into the blood stream).

**This principle applies as well to man's mind/spirit (“positive neutral thinking”) and Gemüt "homeostasis"
